Some REO (and HUD) owners will not turn on utilities unless you pay for it and will not permit turning on any utility that has suspected problems (electric?). My observation is that the ones who allow them to be on already have them on.

I found a vacant mobile I’d be interested in. It has problems with the septic and electric per the county code website. Indy Mac owns the property.
Should I have an offer ready when I contact the bank or should I call to see if they’re interested in selling before I do all the homework needed?
Is there any chance they’ll consider turning on the power and water?
