I am not aware of any structure similar to tax liens that exists in Australia. So, are tax liens in US states available to offshore investors? and if so how?

All you need is a tax id#. - Posted by Ben

The only thing you need to provide is name address, tax id or social security number. You will receive a 1099 for interest income.
