You would only have an obligation to complaint to the association if the neighbor’s activities interfered with your tenant’s right to quiet enjoyment of the premises.

I have a tenant that is in the middle of a neighborhood war! One neighbor has complained to the HOA about my tenants kids playing in the street (private streets) and hitting her car with a toy. My tenant is now asking me to file a complaint against another neighbor about their garbage pail being in the wrong place (it’s amazing how childish people can be).

My question: As a landlord, is it OK for me to say “Sorry, but I won’t file the complaint to the HOA”. I just want to make sure there is nothing legal requiring me to represent her complaints to the HOA.
